Under the Tamil Nadu Clinical Establishments Rules, every facility must display and adhere to certain operational standards:

Registration: The facility must maintain a valid registration with the Joint Director of Medical and Rural Health Services.

Emergency Care: Hospitals are legally mandated to provide first aid and stabilization for medico-legal cases (accidents, poisoning, assault) regardless of the patient’s ability to pay immediately.

Price Transparency: A schedule of fees for consultations, room rents, and common procedures must be prominently displayed in both English and Tamil.
2. Patient Rights & Responsibilities
This is the “Charter” that governs the relationship between the hospital and the patient.

3. Admission & Discharge Terms

Consent Forms: General consent is taken at admission; specific Informed Consent is required for invasive procedures, anesthesia, or blood transfusions.

Advance Payments: Hospitals usually require a deposit at the time of admission (except in life-threatening emergencies).

Discharge Policy: Discharge is only authorized by the primary consultant. Patients leaving against medical advice must sign a LAMA (Left Against Medical Advice) form, absolving the hospital of liability.

Valuables: The hospital typically states it is not responsible for the loss of jewelry, cash, or electronic items kept in patient rooms.
4. Billing & Insurance (Cashless/TPA)

Cashless Claims: For insurance/TPA, the patient must provide valid ID and policy documents within 24 hours of admission.

Excluded Charges: Clarify that “Non-Medical Expenses” (as per IRDAI guidelines, like tissues, water bottles, etc.) are generally not covered by insurance and must be paid out-of-pocket.

Government Schemes: If empanelled, the hospital must follow the terms of the Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS) or PM-JAY.
5. General Hospital Rules

Visitor Policy: Usually restricted to one “Attendant” with a valid pass. Children below a certain age are often restricted from inpatient areas to prevent infections.

Code of Conduct: Zero-tolerance policy toward physical or verbal abuse of healthcare workers (protected under the Tamil Nadu Medicare Service Persons and Medicare Service Institutions Act).

Prohibited Items: Smoking, alcohol, and outside food are strictly prohibited within the hospital premises.
